　　影片以第二共和国最大司法丑闻之一的原始文献为基础，追溯弗朗茨·摩尔的受审事件。1941至1943年间，摩尔任党卫队领导人和新民主主义联盟党官员，负责管理维尔纽斯的犹太人区。他被指控为维尔纽斯犹太人大屠杀事件的幕后凶手之一。在西蒙·维森塔尔的法律干预下，摩尔于1963年首次在奥地利受审。大屠杀的幸存者纷纷前去作证，希望可以得到正义的审判，但徒劳无功。尽管大量证据可证明其有罪，审判结果还是以无罪释放告终。比起对纳粹政权罪行的上百万次重述，该影片更为关注的却是近距离的接触和理解奥地利共和国——一个由罪犯、旁观者和受害者组成的国家。
